Good morning everyone,

May I welcome all of you as we celebrate the 73^rd Anniversary of India’s Independence Day here in Mauritius.

My greetings to all of you on this occasion.

As you are aware every year on the eve of the Independence Day, the President of India addresses the nation.

I will now read out the speech made by Hon’ble President Shri Ram Nath Kovind last evening.

I will read some paragraphs of the speech in English and others in Hindi.

My Dear Fellow Citizens,

Namaskaar!

It gives me great pleasure to greet all the people of India, living in the country and abroad, on the eve of the 74th Independence Day. August 15 fills us with the excitement of unfurling the tricolour, taking part in celebrations and listening to patriotic songs. On this day, the youth of India should feel the special pride of being citizens of a free nation. We gratefully remember our freedom fighters and martyrs whose sacrifices have enabled us to live in an independent nation.

The ethos of our freedom struggle forms the foundation of modern India. Our visionary leaders brought together a diversity of world views to forge a common national spirit. They were committed to the cause of liberating Bharat Mata from oppressive foreign rule and securing the future of her children. Their thoughts and actions shaped the identity of India as a modern nation.

हम सौभाग्यशाली हैं कि महात्मा गांधी हमारे स्वाधीनता आंदोलन के मार्गदर्शक रहे। उनके व्यक्तित्व में एक संत और राजनेता का जो समन्वय दिखाई देता है, वह भारत की मिट्टी में ही संभव था। सामाजिक संघर्ष, आर्थिक समस्याओं और जलवायु परिवर्तन से परेशान आज की दुनिया, गांधीजी की शिक्षाओं में समाधान पाती है। समानता और न्याय के लिए उनकी प्रतिबद्धता, हमारे गणतंत्र का मूलमंत्र है। गांधीजी के बारे में युवा पीढ़ी की जिज्ञासा और उत्साह को देखकर मुझे अत्यन्त खुशी होती है।

प्यारे देशवासियो,

इस वर्ष स्वतंत्रता दिवस के उत्सवों में हमेशा की तरह धूम-धाम नहीं होगी। इसका कारण स्पष्ट है। पूरी दुनिया एक ऐसे घातक वायरस से जूझ रही है जिसने जन-जीवन को भारी क्षति पहुंचाई है और हर प्रकार की गतिविधियों में बाधा उत्पन्न की है। इस वैश्विक महामारी के कारण हम सबका जीवन पूरी तरह से बदल गया है।

यह बहुत आश्वस्त करने वाली बात है कि इस चुनौती का सामना करने के लिए, केंद्र सरकार ने पूर्वानुमान करते हुए, समय रहते, प्रभावी कदम उठा‍लिए थे। इन असाधारण प्रयासों के बल पर, घनी आबादी और विविध परिस्थितियों वाले हमारे विशाल देश में, इस चुनौती का सामना किया जा रहा है। राज्य सरकारों ने स्थानीय परिस्थितियों के अनुसार कार्रवाई की। जनता ने पूरा सहयोग दिया। इन प्रयासों से हमने वैश्विक महामारी की विकरालता पर नियंत्रण रखने और बहुत बड़ी संख्‍या में लोगों के जीवन की रक्षा करने में सफलता प्राप्त की है। यह पूरे विश्‍व के सामने एक अनुकरणीय उदाहरण है।

The nation is indebted to doctors, nurses and other health workers who have been continuously on the forefront of our fight against this virus. Unfortunately, many of them have lost their lives battling the pandemic. They are our national heroes. All Corona Warriors deserve high praise. They go much beyond their call of duty to save lives and ensure essential services.

These doctors, health workers, members of Disaster Management Teams, police personnel, sanitation workers, delivery staff, transportation, railway and aviation personnel, providers of various services, government employees, social service organisations and generous citizens have been scripting inspiring stories of courage and selfless service. When cities and towns go quiet and roads are deserted, they work tirelessly to ensure that people are not deprived of health care and relief, water and electricity, transport and communication facilities, milk and vegetables, food and groceries, medicine and other essentials. They risk their own lives to save our life and livelihood.

Amid this crisis, Cyclone Amphan hit us in West Bengal and Odisha. Concerted response of Disaster Management Teams, Central and State agencies and alert citizens helped minimize loss of life. Floods have been disrupting lives of our people in the North-East and eastern states. Amid such onslaughts of disasters, it is gratifying to see all sections of society coming together to help those in distress.

मेरे प्यारे देशवासियो,

इस महामारी का सबसे कठोर प्रहार, गरीबों और रोजाना आजीविका कमाने वालों पर हुआ है। संकट के इस दौर में, उनको सहारा देने के लिए, वायरस की रोकथाम के प्रयासों के साथ-साथ, अनेक जन-कल्याणकारी कदम उठाए गए हैं। ‘प्रधानमंत्री गरीब कल्याण योजना’ की शुरूआत करके सरकार ने करोड़ों लोगों को आजीविका दी है, ताकि महामारी के कारण नौकरी गंवाने, एक जगह से दूसरी जगह जाने तथा जीवन के अस्त-व्यस्त होने के कष्ट को कम किया जा सके। लोगों की मदद के लिए, सरकार अनेक कदम उठा रही है। इन प्रयासों में, कॉर्पोरेट सेक्टर, सिविल सोसायटी और नागरिकों का भरपूर सहयोग मिल रहा है।

किसी भी परिवार को भूखा न रहना पड़े, इसके लिए जरूरतमन्द लोगों को मुफ्त अनाज दिया जा रहा है। मुफ्त अनाज उपलब्ध कराने के, दुनिया के सबसे बड़े इस अभियान को, नवंबर 2020 तक बढ़ा दिया गया है। इस अभियान से हर महीने, लगभग 80 करोड़ लोगों को राशन मिलना सुनिश्चित किया गया है। राशन कार्ड धारक पूरे देश में कहीं भी राशन ले सकें, इसके लिए सभी राज्यों को ‘वन नेशन - वन राशन कार्ड’ योजना के तहत लाया जा रहा है।

Committed to taking care of our people stranded anywhere in the world, the Government has brought back more than 10 lakh Indians under the ‘Vande Bharat Mission’. Indian Railways has been operating train services, in these challenging circumstances, to facilitate travel and transportation of people and goods.

Confident of our strengths, we reached out to help other countries in their fight against COVID-19. In responding to calls from countries for supply of medicines, India has once again shown that it stands by the global community in times of distress. We have been at the forefront in evolving regional and global strategies for an effective response to the pandemic. The overwhelming support India got at the elections for the non-permanent seat of the United Nations Security Council is a testimony to the goodwill we enjoy internationally.

भारत की यह परंपरा रही है कि हम केवल अपने लिए नहीं जीते हैं, बल्कि पूरे विश्व के कल्याण की भावना के साथ कार्य करते हैं। भारत की आत्मनिर्भरता का अर्थ स्वयं सक्षम होना है, दुनिया से अलगाव या दूरी बनाना नहीं। इसका अर्थ यह भी है कि भारत वैश्विक बाज़ार व्यवस्था में शामिल भी रहेगा और अपनी विशेष पहचान भी कायम रखेगा।

प्यारे देशवासियो,

आज विश्व समुदाय, ‘वसुधैव कुटुम्बकम्’, अर्थात् ‘समस्त विश्व एक ही परिवार है’ की उस मान्यता को स्वीकार कर रहा है, जिसका उद्घोष हमारी परंपरा में बहुत पहले ही कर दिया गया था। लेकिन, आज जब विश्व समुदाय के समक्ष आई सबसे बड़ी चुनौती से एकजुट होकर संघर्ष करने की आवश्यकता है, तब हमारे पड़ोसी ने अपनी विस्तारवादी गतिविधियों को चालाकी से अंजाम देने का दुस्साहस किया। सीमाओं की रक्षा करते हुए, हमारे बहादुर जवानों ने अपने प्राण न्योछावर कर दिए। भारत माता के वे सपूत, राष्ट्र गौरव के लिए ही जिए और उसी के लिए मर मिटे। पूरा देश गलवान घाटी के बलिदानियों को नमन करता है। हर भारतवासी के हृदय में उनके परिवार के सदस्यों के प्रति कृतज्ञता का भाव है। उनके शौर्य ने यह दिखा दिया है कि यद्यपि हमारी आस्था शांति में है, फिर भी यदि कोई अशांति उत्पन्न करने की कोशिश करेगा तो उसे माकूल जवाब दिया जाएगा। हमें अपने सशस्त्र बलों, पुलिस तथा अर्धसैनिक बलों पर गर्व है जो सीमाओं की रक्षा करते हैं, और हमारी आंतरिक सुरक्षा सुनिश्चित करते हैं।

मेरा मानना ​​है कि कोविड-19 के विरुद्ध लड़ाई में, जीवन और आजीविका दोनों की रक्षा पर ध्यान देना आवश्यक है। हमने मौजूदा संकट को सबके हित में, विशेष रूप से किसानों और छोटे उद्यमियों के हित में, समुचित सुधार लाकर अर्थव्यवस्था को पुन: गति प्रदान करने के अवसर के रूप में देखा है। कृषि क्षेत्र में ऐतिहासिक सुधार किए गए हैं। अब, किसान बिना किसी बाधा के, देश में कहीं भी, अपनी उपज बेचकर उसका अधिकतम मूल्य प्राप्त कर सकते हैं। किसानों को नियामक प्रतिबंधों से मुक्त करने के लिए ‘आवश्यक वस्तु अधिनियम’ में संशोधन किया गया है। इससे किसानों की आय बढ़ाने में मदद मिलेगी।

Dear Fellow Citizens,

We have learnt some tough lessons in the year 2020. The invisible virus has demolished the illusion that human being is the master of nature. I believe, it is still not too late for humanity to correct its course and live in harmony with nature. The pandemic, like climate change, has awakened the global community to our shared destiny. In my view, 'human-centric collaboration' is more important than 'economy-centric inclusion', in the present context. The greater this change, the better it will be for the humanity. The twenty-first century should be remembered as the century when humanity put aside differences and collaborated to save the planet.

The second lesson is that we are all equal before Mother Nature and we primarily depend on our fellow residents for survival and growth. Coronavirus does not recognize any artificial divisions created by human society. This reinforces the belief that we need to rise above all man-made differences, prejudices, and barriers. Compassion and mutual help have been adopted as basic values by the people in India. We need to further strengthen this virtue in our conduct. Only then can we create a better future for all of us.

The third lesson is about augmenting health infrastructure. Public hospitals and laboratories have been leading the fight against COVID-19. Public health services have helped the poor cope with the pandemic. In view of this, public health infrastructure needs to be expanded and strengthened.

The fourth lesson relates to science and technology. The pandemic has highlighted the need to accelerate developments in science and technology. During the lockdown and subsequent unlocking, information and communication technology has emerged as an effective tool for governance, education, business, office work and social connect. It has helped meet the twin objectives of saving lives and resumption of activities.

Offices of the Government of India and of the state governments have been extensively using virtual interface to discharge their functions. The judiciary has been conducting virtual court proceedings to deliver justice. In Rashtrapati Bhavan also, we have used technology to conduct virtual conferences and carry out many activities. IT and communication tools have promoted e-learning and distance education. Work-from-home has become the norm in many sectors. Technology has enabled certain establishments in government and private sectors to work overtime to keep the wheels of the economy running. Thus, we have learnt the lesson that adoption of science and technology, in harmony with nature, will help sustain our survival and growth.

ये सभी सबक, पूरी मानवता के लिए उपयोगी सिद्ध होंगे। आज की युवा पीढ़ी ने इन्हें भली-भांति आत्मसात किया है, और मुझे विश्वास ​​है कि इन युवाओं के हाथों में भारत का भविष्य सुरक्षित है।

यह दौर हम सभी के लिए कठिन है। हमारे युवाओं की कठिनाई तो और भी गंभीर दिखाई देती है। शिक्षण संस्थानों के बंद होने से हमारे बेटे-बेटियों में चिंता पैदा हुई होगी, और फिलहाल, वे अपने सपनों और आकांक्षाओं को लेकर चिंतित होंगे। मैं उन्हें यह बताना चाहूंगा कि इस संकट पर हम विजय हासिल करेंगे, और इसलिए, अपने सपनों को पूरा करने के प्रयासों में आप सभी युवाओं को निरंतर जुटे रहना चाहिए। इतिहास में, ऐसे प्रेरक उदाहरण उपलब्ध हैं जहां बड़े संकटों एवं चुनौतियों के बाद सामाजिक, आर्थिक, और राष्ट्रीय पुनर्निर्माण का कार्य नई ऊर्जा के साथ किया गया। मुझे विश्वास है कि हमारे देश और युवाओं का भविष्य उज्ज्वल है।

With a view to providing futuristic education to our children and youth, the Central Government has decided to implement the National Education Policy. I am confident that with the implementation of this policy, a new quality education system will be developed and this will transform the future challenges into opportunities, paving the way for a New India.

Our youth will be able to freely choose their subjects according to their interests and talents. They would have an opportunity to realise their potential. Our future generations will not only be able to get employment on the strength of such abilities but will also create employment opportunities for others.

The ‘National Education Policy’ spells a long term vision with far-reaching impact. It will strengthen the culture of ‘Inclusion’, ‘Innovation’ and ‘Institution’ in the sphere of education. Imparting education in the mother tongue has been given emphasis in order to help young minds grow spontaneously. This will strengthen Indian languages as well as the unity of the country. Youth empowerment is essential for building a strong nation. The ‘National Education Policy’ is a right step in this direction.

प्यारे देशवासियो,

केवल दस दिन पहले अयोध्या में श्रीराम जन्मभूमि पर मंदिर निर्माण का शुभारंभ हुआ है और देशवासियों को गौरव की अनुभूति हुई है। देशवासियों ने लंबे समय तक धैर्य और संयम का परिचय दिया और देश की न्याय व्यवस्था में सदैव आस्था बनाए रखी। श्रीराम जन्मभूमि से संबंधित न्यायिक प्रकरण को भी समुचित न्याय-प्रक्रिया के अंतर्गत सुलझाया गया। सभी पक्षों और देशवासियों ने उच्चतम न्यायालय के निर्णय को पूरे सम्मान के साथ स्वीकार किया और शांति, अहिंसा, प्रेम एवं सौहार्द के अपने जीवन मूल्यों को विश्व के समक्ष पुनः प्रस्तुत किया। इसके लिए मैं सभी देशवासियों को बधाई देता हूँ।

Dear Fellow Citizens,

When India won freedom, many predicted that our experiment with democracy will not last long. They saw our ancient traditions and rich diversity as hurdles in democratization of our polity. But we have always nurtured them as our strengths that make the largest democracy in the world so vibrant. India has to continue playing its leading role for the betterment of humanity.

आप सभी देशवासी, इस वैश्विक महामारी का सामना करने में, जिस समझदारी और धैर्य का परिचय दे रहे हैं, उसकी सराहना पूरे विश्व में हो रही है। मुझे विश्‍वास है कि आप सब इसी प्रकार, सतर्कता और ज़िम्मेदारी बनाए रखेंगे।

हमारे पास विश्व-समुदाय को देने के लिए बहुत कुछ है, विशेषकर बौद्धिक, आध्यात्मिक और विश्व-शांति के क्षेत्र में। इसी लोक-मंगल की भावना के साथ, मैं प्रार्थना करता हूं कि समस्त विश्व का कल्याण हो:

सर्वे भवन्तु सुखिनः, सर्वे सन्तु निरामयाः।

सर्वे भद्राणि पश्यन्तु, मा कश्चित् दु:खभाग् भवेत्॥

It means:

May all be happy,

May all be free from illness,

May all see what is auspicious,

May no one come to grief.

The message of this prayer for universal well-being is India’s unique gift to humanity.

I would like to add a few words about the India Mauritius friendship on this occasion.

As mentioned in the speech of the Hon’ble President, last few months have been difficult for people across the world.

India and Mauritius have stood together to tackle these crises. India was able to bring the supplies of essential medicines and Ayurvedic medicines on two different occasions to Mauritius. Our medical experts also shared expertise and experience.

Last Monday, we were able to deploy the Indian Oil Mauritius barge to drain out 1000 tonnes of fuel oil from the breached vessel Wakashio.

We are now in the process of bringing further equipment and supplies for use in various operations that are ongoing to clean up the oil spill and restore ecosystems.

Only two weeks ago, Prime Minister Pravind Jugnauth and Prime Minister Modi jointly e-inaugurated the New Supreme Court building in Port Louis.

On that occasion Prime Minister Modi mentioned that Mauritius is at the heart of India’s development partnerships.

India and Mauritius have always been friends and will continue this very special friendship in the future.
